美總統初選起跑 台灣議題不是主菜

美國總統初選開跑專題4（中央社記者黃兆平紐約特稿）美國總統大選在愛阿華州2月1日初選起跑後，將進入白熱化階段，外交政策雖是兩黨候選人關注及激辯焦點之一，但鮮有人觸及兩岸或「台灣」議題。

台灣在1月16日選出史上首位女總統，美、日、星等政府表達讚許台灣民主及鼓勵兩岸持續對話等恭賀詞彙，美媒及智庫學者也發表評析，強調選舉結果代表大陸統一挫敗或兩岸關係陷入觀望、盤整期等論點。

不過，「華爾街日報」駐在香港的社論主筆費特（David Feith）在台灣選後不到一週開砲，撰文批評美國政界、尤其總統參選人甚少注意台灣的大選，這種對兩岸甚或台灣的沉默不語，令人憂慮。

不論是極有可能成為美國首位女性總統、大力鼓吹重返亞洲政策的民主黨總統參選人希拉蕊（HillaryClinton），別說賀函，連推文都沒有，民調扶搖直上的桑德斯（Bernie Sanders）也無隻字片語；共和黨目前民調遙遙領先的億萬富翁川普（Donald Trump）同樣維持沉默。

兩黨中，只有共和黨參選人盧比歐（Marco Rubio）發表聲明指出，美國期待與亞洲最久遠及最忠實夥伴，持續擴大經濟、政治和安全合作。來自南方的另一名共和黨德州聯邦參議員克魯茲（Ted Cruz）則讚許台灣人民再次見證自由的承諾，對鄰國更像是一盞指路明燈，美以此盟友為榮。

費特不是唯一觀察到這種現象的美國專家。美國長期關注中國大陸、亞洲政治議題的紐約大學法學院教授孔傑榮（Jerome Alan Cohen）也曾在台灣選後，感嘆一般美國人依舊沒有意識到台灣舉行大選、產生了新總統，及其衍生對兩岸發展或美中台三邊關係的重要性。

美國今年底的選舉，整體內外在環境遠比4年前複雜，不只經濟緩步走，前景仍不見光明，華爾街依舊在摸索中尋找突圍之路；政治光譜更為難料，被連串的恐怖攻擊搞得人仰馬翻，國安議題屢被提及，而中國大陸崛起及在南海的挑釁，更令美國坐立難安，重返亞太之路還在未竟之數。

尤其是大陸因素讓美國兩黨候選人對中政策的發言，顯得十分謹慎。又要兼顧大陸市場，不能得罪中南海高層，又要滿足國內反中情緒及拒買大陸貨的反彈，頗為為難。

美國前駐聯合國常任代表、現任華府美國企業研究院（AEI）資深研究員波頓（John R. Bolton）甚至呼籲美行政部門改打「台灣牌」（Taiwan card），迫使北京在東亞地區不再躁進，收斂行徑。

在台灣現今國際處境邊緣化下，美國研究亞洲事務逐漸傾「中」。就拿紐約4大智庫而言，台灣大選後，只有鮮少著墨台灣事務的亞洲協會（Asia Society）舉辦了台灣選舉研討會，外交關係協會（CFR）發表了孔傑榮1篇訪談稿，曾肩負兩岸二軌機制的美國「外交政策全國委員會」（NCAFP）未提及大選評析，更別說幾已全面倒向大陸的美中關係全國委員會（NCUSCR）。

美國是台灣長期盟友及主要軍事安全屏障，台海兩岸關係的任何進展或衝突，以及台灣所處東亞戰略地緣位置，在南海的優勢，應受到更多關注，台、美今年相繼舉行大選是台灣重獲美國關注的時刻。1050130
